Quality Assurance System Evaluation Reports

Validation Evaluation Form Analysis

NCAC conducted an analysis of the Validation Evaluation Forms received from services having had a Validation Visit during October and November each year. The Validation Evaluation Forms demonstrate the satisfaction of services participating in the CCQA systems with Step 3: Validation. The results of this analysis informed Validator feedback and NCAC processes of continuing improvement in the revision of the standards of quality care, developments in the administration of the CCQA systems and the provision of resources to services, families and key stakeholders.

The measurement tools for each of the Child Care Quality Assurance (CCQA) systems administered by the National Childcare Accreditation Council (NCAC) have benefited from analyses undertaken by the Australian Council for Educational Research (ACER) to enhance the reliability and validity of Accreditation Decisions.

The rigorous evaluation of the indicators, Principles and Quality Areas of the CCQA standards by ACER continues to improve both validity and reliability of the CCQA systems by minimising the measurement error of Accreditation Decisions for child care services. In particular, the standards and measurement processes have been affirmed by the minimisation of measurement error. Research-based performance measurement instruments and techniques maintain the consistency and comparability of NCAC Accreditation Decisions.

The CCQA systems have a sound measurement methodology that is presented briefly in this paper, with reference to the reclassified QIAS standards implemented by NCAC in January 2006.

The QIAS provides child care centres throughout Australia with a set of standards to guide quality improvement.  It also provides NCAC with a reliable framework for monitoring standards of care and making valid and reliable decisions on accreditation status.
